The Clean Hydrogen Partnership – Project Development Assistance (PDA) requests are now open!.
Following the success of the Project’s First Development Assistance Initiative (2020-2021), the Clean Hydrogen Partnership is again inviting regions to apply for hydrogen project support.
This round of the initiative will focus on projects in tight-knit EU countries and outlying regions, including islands.
What is the chance?
Successful applicants will receive support to develop their own fuel cell concepts and deploy hydrogen technology into detailed business plans from experienced consultants and project managers from all over Europe. All applicants will be invited to join the observer network to follow the results of the initiative.
How do I apply?
The Expression of Interest form for Phase 1 must be completed through the website: http://www.h2regions.eu
A webinar will be hosted on September 15, 2022 14:30 – 16:00 (CEST) to present:
- Instructions on how to apply for project development assistance
- Examples of projects from the previous project’s DAP
- Answer questions about the initiative and application process.

Who is eligible?
Applicants must be from local authorities in either:
• The countries of the European Union together
• Remote areas of the European Union
• Islands within EU member states or associate countries.
When will the deadline be?
Applications to the first stage of the Expression of Interest process can be submitted via the website. The deadline for first stage applications is October 10 2022 The time is 23:59:59 PM (CST).
When do I receive a response and what happens next?
Territories that have been successfully shortlisted after the first stage of the application process will be notified by October 25, 2022. Shortlisted regions will then be invited to apply to Phase 2, for which applications must be submitted November 25, 2022.
Successful regions will be notified in December 2022, project development assistance is scheduled to begin in January 2023, and will last for 12 months.
The Clean Hydrogen Partnership has previously supported the success of hydrogen projects at the district or city level. Local governments have in many cases been able to secure significant investments in fuel cell and hydrogen cell projects, and to deploy the technology faster than is possible nationally or for a private company to do on its own.
Local authorities often need additional expertise or experience to drive such projects towards true deployment, and will therefore benefit from expert support.
The Clean Hydrogen Partnership previously launched the Project Development Assistance for Regions initiative, to directly provide this needed support and successfully supported eleven regions across Europe in developing their hydrogen projects in 2020 and 2021.
Regions (or group of regions) that have an existing clean hydrogen project concept, but have limited experience developing such projects, are invited to apply for support. The main source of hydrogen for the project concept should be either hydrogen produced using renewable electricity or bio-based feedstocks.
The Clean Hydrogen Partnership is looking to support a variety of projects across Europe.
